Some members and departments of the Standing Committee suggested that "commercial advertisements" should not use the national anthem, but public service advertisements are acceptable. Some suggestions will focus on the situation where singing and use are not allowed. After research, the Law Committee suggested that Article 10 of the draft be amended as: "The national anthem shall not be used for trademarks or commercial advertisements in disguised form, or used in inappropriate occasions such as private funeral activities, or used as background music in public places."

????In addition, in order to encourage and encourage citizens and organizations to sing the national anthem and stimulate patriotic enthusiasm, the Law Committee, after studying, proposed to add one article, stipulating: "The state encourages citizens and organizations to sing the national anthem on appropriate occasions to express patriotic feelings."

????Article 6 of the draft stipulates the etiquette of playing and singing the national anthem. Some members of the Standing Committee pointed out that the etiquette of raising the national flag and playing the national anthem has been stipulated in the National Flag Law, and the etiquette of playing and singing the national anthem by the army has been clearly stipulated by the Central Military Commission (CMC) in this Law, so this Law can not be repeated. After studying, the Law Committee suggested amending Article 6 of the draft to read: "When the national anthem is played, the people present should stand still and behave solemnly, and there must be no disrespect for the national anthem."

????Article 11 of the draft stipulates the school education of the national anthem. Some members and departments of the Standing Committee suggested that schools should not only teach singing the national anthem, but also take it as an important part of patriotism education, so that students can understand its historical and spiritual connotation. After study, the Law Committee suggested that Article 11 of the draft be amended as: "The national anthem should be included in the textbooks of primary and secondary schools. Primary and secondary schools should take the national anthem as an important part of patriotism education, organize students to learn to sing the national anthem, educate students to understand the historical and spiritual connotation of the national anthem, and abide by the national anthem singing etiquette. "

????The draft clearly stipulates the legal liability. Some members and departments of the Standing Committee have suggested that for insulting the national anthem, corresponding legal responsibilities should be stipulated according to the seriousness of the illegal act, and criminal responsibilities should also be borne if the act constitutes a crime. After research, the Law Committee suggested that Article 14 of the draft be amended as: "In public, if the lyrics of the national anthem are maliciously modified, the national anthem is played in a distorted or derogatory way, or the national anthem is insulted in other ways, the public security organ shall give a warning or detain it for less than 15 days; If it constitutes a crime, criminal responsibility shall be investigated according to law. "
