The merchant applying for return only recognized the cost of freight insurance, and Mr. Chen was responsible for the rest. If the consumer failed to negotiate, he complained to the local consumer association in Nantong. After the staff coordinated, the merchant bore the freight and handled the return for the consumer.

  The report also pointed out that during the "double 11" period, some platform price protection rules were deep, with a total of 4,381 pieces of public opinion information about platform rules.

  Among them, November 11th has the largest amount of information, totaling 450. At the beginning of November, Ms. Chen, a consumer, reported to the Provincial Consumer Protection Committee that the price of a certain brand of sweeping robot purchased online was 3,299 yuan, and the price was guaranteed for 15 days. The next day after receiving the goods, she found that the product had the same purchase link price of 2,999 yuan. She immediately applied to the platform for insured price, but was told that a specific activity would not participate in insured price.   Express logistics has also been spit out, with a total of 3153 pieces of public opinion information about express logistics. The legal construction of agricultural resources and environmental protection has been continuously strengthened and the system has been continuously improved.

    Further strengthened the planning guidance. The Ministry of Agriculture, together with relevant departments, has successively issued the National Agricultural Sustainable Development Plan (2015-2030) and the Master Plan for the Treatment of Outstanding Agricultural Environment Problems (2014-2018), and the Ministry of Agriculture has issued the Implementation Opinions on Fighting the Hard Battle of Agricultural Non-point Source Pollution Prevention and Control, which has comprehensively deployed the development of eco-circular agriculture. The work promotion mechanism of linkage between ministries and provinces and multi-sectoral interaction has taken shape initially.

    A number of key projects have been implemented. On the basis of continuing to carry out engineering projects such as soil testing, formula fertilization and grassland ecological protection, we will start the comprehensive utilization project of agricultural and rural wastes such as livestock manure and the protection and utilization of black land in Northeast China, and implement the pilot project of regional ecological recycling agriculture construction. In Changsha, Zhuzhou and Xiangtan, Hunan Province, a pilot project for the remediation of farmland contaminated by heavy metals was implemented, and a pilot project for the comprehensive management of groundwater over-exploitation area was launched in Hebei Province. In the northwest regions such as Xinjiang and Gansu, it was supported to promote the recycling of plastic film in counties and cities.

    The demonstration and driving system of eco-circular agriculture was initially constructed. Since the 1980s, more than 100 national eco-agricultural demonstration counties have been built in two batches, which has led to more than 500 provincial eco-agricultural demonstration counties, and a large number of typical models such as "pig-biogas-fruit", rice-fish symbiosis and forest-fruit intercropping have been explored. In recent years, China has successively supported the construction of 2 pilot provinces, 10 demonstration cities, 283 national modern agricultural demonstration zones and 1,100 beautiful countryside, initially forming a five-level eco-circular agriculture demonstration and driving system at the provincial, city (county), township, village and base levels. Various localities have also actively carried out pilot demonstrations. Zhejiang Province has built 17 provincial-level demonstration counties, 88 demonstration areas and 101 demonstration enterprises, Jiangsu Province has started the construction of 11 demonstration counties (cities, districts), and Shandong Province has identified 16 demonstration counties for ecological agriculture and rural new energy.

    A number of technical models have been explored and popularized. Around the goal and task of "one control, two reductions and three basics", some good models have been explored and formed. In terms of water control, Hebei Province has formulated the technical standards and implementation specifications for the integration of water and fertilizer for major crops. In 2014, the area was 7.2 million mu, with an average water saving of 40%-60% and a fertilizer saving of 20%-30%. In terms of reducing fertilizer consumption and increasing efficiency, Anhui Province focuses on promoting the zero growth of fertilizer use for corn, vegetables and fruits, vigorously promoting new technologies such as simultaneous sowing of seeds and fertilizers, integration of water and fertilizer, and timely fertilization, and promoting returning straw to fields, increasing the application of organic fertilizers, and planting green manure. In terms of pesticide reduction and harm control, Jiangxi Province has included the zero growth of pesticide use in the important content and assessment index of the construction of the first demonstration area of ecological civilization, and implemented special actions such as public plant protection, disaster prevention and mitigation, specialized unified prevention and control, green plant protection and pesticide reduction, and law-based plant protection and law enforcement to protect farmers.     To develop eco-circular agriculture in the new era, the general requirement is to conscientiously implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee and the central government’s decision-making arrangements on the construction of ecological civilization, take vigorously promoting agricultural modernization as the goal, take accelerating the transformation of agricultural development mode as the main line, take ensuring national food security and promoting farmers’ sustained and rapid income increase as the primary task, and strive to promote the conservation of agricultural resources, clean production process, ecological industrial chain and recycling of waste, so as to promote the green development of agriculture.     First, adhere to overall planning and optimize the industrial structure. Further optimize the regional distribution of agriculture, explore the establishment of grain production functional zones and important agricultural product production protection zones, and increase transfer payments to major agricultural product producing areas and key ecological functional zones. Optimize and adjust the planting and breeding structure, vigorously develop herbivorous animal husbandry, support the planting of forage materials such as alfalfa and silage corn, and carry out pilot projects of circular agriculture combining grain feeding with planting and breeding. Demonstration of comprehensive planting and breeding techniques in paddy fields will be carried out, and new models such as rice-fish symbiosis and aquaponics will be popularized. Leverage the "internet plus" to develop various functions of agriculture and promote the integrated development of primary, secondary and tertiary industries.

    Second, adhere to the priority of reduction and promote cleaner agricultural production. Yes, the protagonist of today’s test is a 2014 Toyota Corolla 1.6L CVT model that left the factory in April 2015. At present, the mileage is 44,000 kilometers, the landing price of the new car is about 150,000, and the seller quotes 80,000 yuan. The customer is a dental intern who loves Japanese brands very much. He thinks that the price of Japanese cars is cheaper and more worry-free, especially Toyota is not easy to break, so he chose this Corolla. 

And said that his master had a Toyota Overbearing 3.5, commuting to and from work every day for more than 20 kilometers, and the fuel cost was only about 700 yuan a month. He felt very fuel-efficient. So he went to the used car market to find this Toyota Corolla with a relatively recent age, and asked our car inspector to help him check it under the introduction of his friend.

After coming to the testing site with the customer as agreed and finding today’s car, I unloaded the work bag and started today’s testing task.

First, take a look around the car to see the general appearance of the car, and find that the front bumper of the car has paint peeling phenomenon, and can be torn off by hand from the edge position.

There are also obvious scratches on the front lip, which is very common.

The rear bumper position has the phenomenon of flying paint during painting, which shows that the bumper of this car must have the phenomenon of painting, and the painting process is relatively poor.

The gap in this part of the left rear door is obviously abnormal, and the gap is inconsistent up and down. It is speculated that the sheet metal repair was caused by the impact, but the process is relatively poor.

Next, take out the paint surface inspection equipment for testing. It was found that there was a painting repair phenomenon on the machine cover. It seems that the front bumper has been replaced nine times out of ten. Judging from the inspection of the front part of the car, it is speculated that there is a possibility of an accident in this position.

The rear fender has a serious sheet metal phenomenon, which makes it doubtful whether the door has been replaced.

When I came to the door, I found that the thickness of the paint surface was abnormal, there were traces of disassembly of the door lock, and the door glue was applied unevenly, but the door fixing screw had no traces of disassembly and twisting. It is speculated that only the layer of iron on the outside of the door was replaced.

To be able to repair it with this obscure maintenance method, it seems that today’s car may not be simple…

The phenomenon on the right side of the car body is similar to that on the left side of the car body, and there is a phenomenon of sheet metal painting. Looking at the values, it is found that it is not as serious as the left side.

At this point in the appearance inspection, there is basically a painting phenomenon in the whole car except for the roof, and there are also various "minor injuries" that have not been repaired, and the overall appearance is poor!

After the appearance inspection, the cabin was inspected below. After opening the cover, it was found that there was a thick layer of floating soil on the surface of each component, which looked dusty. To be honest, this appearance is really easy to reduce customers’ desire to buy, but it will be easier for us to inspect.

So why is this? In fact, the main reason is that it is easier to determine whether there is oil leakage in the upper part of the engine of the car! Now you know why those sellers like to keep the engine compartment clean, making you think that the car is in good condition and well maintained, but it is not.

Then another question arises: Why did the seller tidy up the cabin so that we can also detect whether there is oil leakage in the car?

The answer is that we will conduct a chassis inspection. The upper part is cleaned up, and the lower part of the engine and gearbox will leak due to gravity.

Some netizens will also ask: If the seller wipes the chassis of the car clean every day, is it impossible for you to detect it?

Haha~~ How could it not be detected? We will do the test action of rapid acceleration during the road test. When the engine is under high load, the oil will flow to every part of the engine, so the problem can be exposed again when testing the chassis. And I believe that no seller can clean the chassis every day. If so, it is futile to encounter a test technician like me.

Therefore, our inspection is a comprehensive inspection from multiple angles, directions, and components, rather than relying on one point or two points to reach a conclusion.

After the cabin inspection is over, the inside inspection will be carried out below. After opening the door and sitting in, I found that the quality of the car is relatively poor, especially the interior wear is very serious! What does it look like? Let me show you a picture.

Continuing to test, there are no traces of rust soaking in water at the bottom of the seat, and the directional tube column and dashboard skeleton have not been disassembled. Combined with the external cabin test results, the possibility of soaking in water in the car can be ruled out.

Next, the whole car glass inspection was carried out, and it was found that the whole car glass logo was uniform and there were no signs of disassembly and replacement, indicating a good situation.

After the inspection in the car, the road test will be carried out below. For safety reasons, it is stipulated that we are not allowed to take pictures during the road test, so please make up for the picture of the old driver racing.

Start the vehicle and drive the car to a road without many vehicles. The corresponding tests were carried out on items such as rapid acceleration of the vehicle, sudden braking, large-angle steering input, whether the vehicle is running off course, and whether there is any abnormal noise in driving. The results were not bad. Except for the slow speed increase, no other problems were found, and the overall road test performance was good.

After the road test, we drove the car to the cooperative repair shop for the final chassis inspection. After lifting the car up, I knew what kind of road conditions the car usually runs on when I look at the chassis. Anyway, it is definitely not in the urban area. This chassis situation looks quite like what a hard-core off-road vehicle should look like. I wonder what netizens think of this chassis situation?

When I came to the front of the vehicle, I found that the bottom of the engine was damaged by various scratches, and the top was covered in mud. I believe the car lovers in front of the screen must have felt very uncomfortable seeing this…
