On the afternoon of January 2, the second meeting of the 16th People’s Congress of Taixing City was opened. Mayor Liu Wenrong made a government work report to the conference, reviewed the work in 2022, and made clear the work priorities in 2023.
In 2022, Taixing did this:
(A) the overall economic operation is stable.
The real economy is improving steadily. It is estimated that the annual GDP will reach 136 billion yuan, an increase of about 5%. The general public budget revenue of the same caliber was 10.032 billion yuan, an increase of 5.7%. The total retail sales of social consumer goods was 33.35 billion yuan, an increase of 3%. The ranking of the top 100 counties (cities) in the national basic competitiveness of county economy rose to the 20th.
The project construction is steady and powerful. 206 newly signed projects of over 100 million yuan; Newly started 100 projects with a capital of over 100 million yuan; There are 80 newly completed projects of over 100 million yuan, and the number of projects started and completed by "three to one promotion" remains the first in Taizhou.
The industrial quality has been steadily improved. 78,000 mu of high-standard farmland was newly built, and the total grain output reached 1.265 billion Jin, achieving a five-year continuous increase. Successfully selected into the list of national agricultural products producing areas for refrigeration and preservation, the whole county to promote the construction of pilot counties and provincial agricultural modernization pioneer areas. More than 100 industrial enterprises have been added. There are 45 new enterprises in the service industry. One newly-added first-class qualification enterprise for general construction contracting.

There are 109 newly recognized national high-tech enterprises, 6 national "little giant" enterprises specializing in special innovation, 1 national single champion demonstration enterprise in manufacturing industry, and 11 R&D platforms for enterprises above the provincial level. 41 major technological transformation projects with a capital of more than 50 million yuan were implemented. We introduced 621 high-level talents of all kinds, including 20 national talents.
Open development and deep integration. The actual utilization of foreign capital was 400 million US dollars, the import and export of foreign trade was 6.1 billion US dollars, and the turnover of foreign trade was 210 million US dollars, all of which kept Taizhou first. Taixing Economic Development Zone ranked fourth in the comprehensive evaluation of high-quality development of national chemical parks, and was approved to build a provincial chemical pilot base. Huangqiao Economic Development Zone was awarded as the ecological model park of innovation and entrepreneurship in China. Taixing High-tech Zone was approved as a demonstration zone for high-quality development of modern service industry and a strategic practice base for green finance and double carbon. Modern agricultural industrial park has become a national modern agricultural industrial park. The urban industrial park has become a demonstration base for entrepreneurial innovation of small and micro enterprises in the province. The high-speed railway along the Yangtze River in the north was officially started, the Yantai-Wuxi-Changyi and Changtai railways entered the feasibility study approval stage, the construction of Changtai Bridge and the northern connection line was accelerated, the second phase of the 232 provincial highway was implemented in an orderly manner, the reconstruction and expansion project of the 504 provincial highway was completed and opened to traffic, and the transportation network with internal connection and external communication was accelerated. Smart Port Project was selected as the key project of "Smart Jiangsu".
(C) the integration of urban and rural development.

The pace of rural development has accelerated. 150 kilometers of rural roads were upgraded and 12 kilometers of county roads were repaired, and it was awarded as a standard county for rural logistics in the province. Create 42 ecological rivers with high quality and 80 kilometers. Create 2 provincial-level characteristic rural villages, and add 38 beautiful and livable demonstration villages. Successfully hosted the 5th China Farmers Harvest Festival in Jiangsu.
The ecological base is constantly compacted. In the second round, the completion rate of rectification of feedback problems from central eco-environmental inspectors was 97%. The average annual concentration of PM2.5 has reached the national second-class standard for three consecutive years, the proportion of days with excellent air quality is 78.9%, and the water quality compliance rate and excellent III ratio of national and provincial examination sections are all 100%. Tianxingzhou construction is included in the overall layout of the provincial ecological island experimental area. Taixing High-tech Zone Ecological Security Buffer Project entered the provincial pilot. The first forest-length theme park in the province was built in the ecological conservation area in the eastern suburbs.
(4) People’s livelihood is more happy.
The basic guarantee is more perfect. 16,000 new urban jobs were created. The basic pension standard and minimum living standard for urban and rural residents were raised to 231 yuan per person per month and 770 yuan respectively. The province took the lead in promoting "medical-banking cooperation", and the participation rate of basic medical insurance was over 98.5%, creating a provincial-level demonstration city of "15-minute medical insurance service circle". A total of 314 million yuan of relief subsidies were distributed to poor workers, disabled people and children in distress, benefiting 703,000 people in need.
Public services are better. Five schools were completed and put into use, and eight schools were merged and reorganized. The policy of "double reduction" was promoted, and the first batch of "Mr. Taixing Da" and "Three Specials" were selected, and the results of the college entrance examination made remarkable progress. Municipal People’s Hospital became the first county-level 3A hospital in the middle of Jiangsu Province. Establish a compact medical association of the Fifth People’s Hospital of the city. Two provincial rural regional medical and health centers have been built. Completed the aging transformation of 1005 families with difficulties. Seven new inclusive childcare institutions were added. Successfully completed the task of participating and hosting the provincial games, and was awarded the national advanced collective of mass sports.
The overall situation of society is more stable. The first village rules and regulations practice base in China was officially unveiled. "Sweeping out evils" was carried out normally, and the detection rate of "eight categories" cases was 100%. Create a provincial-level safety development demonstration city. Complete the party’s 20 major tasks of maintaining stability and security with high quality. New achievements have been made in national defense mobilization, statistical investigation, archives of historical records, foreign affairs, overseas Chinese affairs, folk religion, meteorology, Federation of Industry and Commerce, veteran cadres, retired soldiers, caring for the next generation, trade unions, women and children, teenagers, the disabled, the Red Cross and counterpart support.
(E) standardized and pragmatic government construction.
In-depth study and implementation of the spirit of the 20th Party Congress, and profound understanding of the decisive significance of the "Two Establishments", political judgment, political understanding and political execution have been continuously enhanced. 2,686 pieces of government information were voluntarily disclosed, and 712 pieces were disclosed upon application. Consciously accept the supervision of the National People’s Congress and the Chinese People’s Political Consultative Conference, and complete 398 proposals with high quality, with a satisfaction rate of 100%. The completion rate of 12345 government service convenience hotline was 99.41% and the satisfaction rate was 98.87%. Continue to reduce non-rigid and non-essential expenditures, and the regulatory constraints on the use of funds are more powerful. The party’s work style, clean government and work style efficiency have been further strengthened. Nine projects, including financial management and "streamline administration, delegate power, strengthen regulation and improve services" reform, were encouraged by the provincial government.
In 2023, Taixing’s main expected goals are: the regional GDP will increase by about 6%, the general public budget revenue will increase by about 6.5%, the investment in fixed assets will increase by 8%, the sales of industrial invoices will increase by 8%, the investment in R&D in the whole society will account for 2.68% of GDP, and the total retail sales of social consumer goods will increase by 6.5%. The per capita disposable income of all residents will basically keep pace with economic growth, and the energy consumption per unit GDP will decrease to complete the task of Taizhou, and the quality of ecological environment will improve steadily.
We will focus on the following six aspects:
(a) gather strength to build a demonstration zone for industrial transformation and upgrading, and go all out to strengthen the entity and promote development.
Improve the traction of the project. In the whole year, 200 new projects with a total investment of over 100 million yuan were signed, including 25 projects with a total investment of over 1 billion yuan. In the whole year, 100 new projects with a capital of over 100 million yuan were started, including 20 projects with a capital of 500-100 million yuan, 10 projects with a capital of 100-500 million yuan and 1 project with a capital of over 5 billion yuan. 80 newly completed projects of over 100 million yuan, including 15 projects of 500-100 million yuan and 5 projects of over 1 billion yuan.
Enhance industrial competitiveness. There were 26 service enterprises and 50 enterprises above designated size, and the added value of service industry increased by more than 5%. We will further promote the provincial-level "integration of the two industries" pilot, add more than 2 pilot enterprises, and newly start 6 productive service projects with a capital of over 100 million yuan. Yingxing Plaza, Outlets, Huangqiao Red Star Macalline and other projects will be built. Guide the construction industry to become bigger and stronger as the "Taixing Building" brand, and realize the output value of the construction industry of 120 billion yuan.
Stimulate the new vitality of enterprises. Accelerate the cultivation of a number of "chain-oriented" enterprises, and add 8 enterprises with industrial invoice sales exceeding 100 million yuan and 2 enterprises exceeding 1 billion yuan. Strengthen the echelon cultivation of growth enterprises and increase the number of industrial enterprises by 40. Support small and medium-sized enterprises to do their best, and add 6 national-level "little giant" enterprises. Strengthen the supply of resource factors and increase loans by more than 10 billion yuan. Increase the support for enterprises to go public, and strive for one listing, one newspaper meeting and one newspaper supplement.
(B) Gather efforts to create a dynamic zone for innovation and entrepreneurship, and improve the effectiveness and motivation of system integration.
Highlight innovation and empowerment. 80 national high-tech enterprises, 600 small and medium-sized science and technology enterprises, and 4 gazelle enterprises above Taizhou municipal level have been newly identified, and the output value of high-tech industries will account for 49.5% of the industrial output value. More than 230 new enterprise invention patents were authorized, and more than 30 achievement transformation projects were implemented. Introduce and cultivate leading digital enterprises to ensure that the added value of core industries in the digital economy accounts for 4.5% of GDP. We will implement 40 major technological transformation projects of more than 50 million yuan, add 3 industrial Internet benchmarking factories above Taizhou level, 6 demonstration intelligent workshops, and 50 provincial star-rated enterprises. Ten new talent projects at or above the provincial level were added, and more than 500 high-level talents were introduced. Five new R&D platforms for enterprises above the provincial level were added.
Deepen reform. Deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform, accelerate the integration of cross-departmental and cross-level government services, and continuously reduce the time limit for handling links. Deepen the reform of state-owned assets and state-owned enterprises, promote the new round of financial management system reform to be effective, establish a "big database" for state-owned assets management, strengthen the investment and financing management of state-owned enterprises, and achieve sustainable development. We will deepen the reform of the real estate market, adjust the structure of real estate supply, do a solid job in ensuring the delivery of buildings, people’s livelihood and stability, and fully implement incentives such as preferential housing for group purchases and housing subsidies for enterprises. Deepen the reform of the statistical system and do a solid job in the fifth national economic census.
Strengthen open development. Smooth the external traffic network. We will do our best to ensure the service of major projects such as the high-speed railway along the north river, Yantai, Wuxi, Changyi and Changtai Railway, and speed up the construction of Changtai Bridge and its north connection line, the Pingchao-Guangling section of Shanghai-Shaanxi Expressway, the Guangling interchange connection line, the second phase of Provincial Highway 232 and the south extension project of Zhenhai Road. Improve the development level of the park. Improve the carrying function of the park and create a high-level open front window. Strengthen opening up and cooperation. Ensure that the actual use of foreign capital is more than 400 million US dollars, complete the total foreign trade import and export volume of 5 billion US dollars, foreign trade turnover of 220 million US dollars, and add 3 enterprises with foreign trade import and export exceeding 100 million US dollars.
(C) gather together to create a pioneering area for regional coordinated development, and for a long time to strengthen quality and promote integration.
Overall planning of urban and rural layout. Highlight the overall planning. Plan the functional layout of the main city, sub-centers, key towns and new communities from a global perspective, speed up the improvement of the town and village planning system, and realize zoning positioning, hierarchical preparation and classified management and control. Highlight the integration and development. Focusing on "one master, two pairs of six poles and many nodes", we will strengthen the research on district integration development planning. Highlight intensive development. We will make every effort to promote the establishment of national demonstration counties (cities) for saving and intensive natural resources, effectively implement land acquisition and approval, effectively stabilize the supply of land elements, and ensure the demand for development land.
Improve the urban energy level in an all-round way. Improve urban functions. Newly renovated and expanded some primary and secondary roads in the urban area, and built Runtai Bridge and pedestrian bridge on the west side of Chengjiang Experimental School. There are 9 new parking lots, more than 1,000 new parking spaces and more than 200 automobile charging piles. Newly built and renovated the sewage pipe network for more than 7 kilometers, implemented the construction of three sewage treatment standard areas, and completed the rain and sewage diversion transformation of 13 communities and 9 units. Standardize the construction and management of Huimin fresh market, and promote the gradual transformation of the old farmer’s market in urban areas into a fresh supermarket model that is convenient, beneficial and beneficial to the people. Improve the quality of the city. Implement the ecological conservation area in the eastern suburbs, the functional improvement project of "double water embellishing the city", and the water system communication project to ensure the city’s "clean water and living water". Actively apply for the national agricultural modernization pioneer zone, cultivate five demonstration subjects of agricultural factory production, and ensure that the proportion of green and high-quality agricultural products is over 80%. Committed to rural wealth and beauty. Ensure that there are more than 100 economically strong villages with a village collective of over 1 million yuan in operational income. Upgrade rural roads by 50 kilometers and build rural ecological rivers by more than 25 kilometers. Create two rural villages with provincial characteristics, add more than 6 demonstration streets (districts) of market towns and more than 20 beautiful and livable demonstration villages. Committed to the prosperity of farmers. We will steadily implement the ten-year doubling plan for farmers’ income to ensure that the per capita disposable income of rural residents will increase by more than 7.5%.

Fully protect the basic people’s livelihood. Grasp the steady employment. 11,000 new jobs were created in cities and towns, and 1,500 entrepreneurial trainings were held. Improve the security system. Effectively improve the basic old-age insurance for urban and rural residents, and solidly promote the reform of the medical insurance fund supervision system. Implement the bottom policy. Focus on low-income people, children in distress, seriously ill patients and other special hardship groups, and increase policy support and assistance. Vigorously develop charity to better protect and improve the lives of people in need.
Continue to improve people’s livelihood. Improve the level of education and teaching. We will promote the adjustment of educational layout in an orderly manner and complete the merger and reorganization of some schools. Start the construction of kindergartens in the new district, and build Wenjiang branch of experimental junior high school and Gongji branch of government kindergarten. Create 2 provincial quality parks. Continue to optimize the group (alliance) school-running mode, and add 100 third-level backbone teachers in Taizhou. Optimize the supply of medical services. Accelerate the construction of the people’s hospital medical complex and the CDC outpatient inspection center, complete the main project of the community health service center in the northwest area, and build the 120 emergency command center. Improve the "Three-A" medical service level of the Municipal People’s Hospital, support the establishment of the "Three-B" of the Municipal Hospital of Traditional Chinese Medicine, and start the establishment of the second-level general hospital of Quxia and Xuanbao Health Center. We will improve the classified diagnosis and treatment system, build 20 famous colleges in Taixing, and add more than 10 special departments in primary health centers. Prospering cultural undertakings. Complete the construction of the exhibition project of Jingjiang Academy, and fully stimulate the vitality of cultural and educational monuments. Strengthen the systematic protection of important cultural heritage and build an "intangible heritage" experience hall. Strengthen the accurate supply of cultural services and create two "most beautiful public cultural spaces" at the provincial level. Highlight youth friendship. Plan to promote the construction of cultural tourism consumption gathering area and create a new space for leisure and entertainment cities. Deepen the "five advances" of sports benefiting the people and build a 24-kilometer ecological fitness trail.

Accelerate the green and low-carbon transformation in an all-round way. Promote green manufacturing and cleaner production in key energy-consuming industries. Accelerate the transformation of key enterprises to save energy and reduce carbon, vigorously cultivate green and low-carbon industries, implement more than 35 green transformation and upgrading projects throughout the year, and create 5 green factories at or above the provincial level.
Resolutely do a good job in pollution prevention and control. Complete the second round of rectification and cancellation of the feedback from the central environmental protection inspector, and continuously improve the quality of the atmospheric environment. We will further promote the investigation and rectification of global drainage outlets to ensure the long-term stability of water quality in national and provincial examination sections. Establish and improve the operation supervision system of urban sewage treatment plants, and steadily improve the collection and treatment rate of urban domestic sewage. Continue to strengthen the monitoring of soil environment such as land reclamation projects and large-scale farms, and effectively ensure the safety of soil environment. Accelerate the construction of a "waste-free city".
Continue to promote the construction of ecological civilization. In-depth implementation of the great protection of the Yangtze River to better show the beautiful scenery of the river. Explore the establishment of a mechanism to realize the value of ecological products, and promote the ecological advantages to be better transformed into real productive forces. Accelerate the completion of shortcomings in environmental facilities and promote electroplating enterprises to enter the park in an orderly manner. Strengthen public safety governance. Resolutely implement the optimization measures for epidemic prevention and control to ensure a smooth transition of epidemic prevention and control and a stable social order. Strengthen food and drug supervision, improve and perfect financial risk sorting, identification and early warning, emergency response and other mechanisms to ensure that systematic and regional financial risks do not occur. Severely crack down on illegal crimes of telecommunication network fraud in accordance with the law, implement the normalized working mechanism of "eliminating evils" and continue to promote the construction of peaceful Taixing.
Strengthen innovation in grassroots governance. We will comprehensively strengthen the construction of Taixing under the rule of law, strengthen the handling of initial letters and initial visits, fully implement the "1+8" series of institutional mechanisms for grid social governance, and promote the extension of governance tentacles to grassroots coverage. Further promote the "integration of police and network" and accelerate the construction of the information system of "three centers+two platforms+multiple applications" in smart cities.
