On September 8th, Baoshan District celebrated the 38th Teacher’s Day with "Going to the Mountains and Seas with Love and Looking to the Future" in Baoshan District Education College.
During the activity, three comprehensive characteristic projects of Baoshan Education were officially launched, namely "Tao Xingzhi’s educational innovation development and practice project", "Community education integrated into social governance project" and "Special students’ unique curriculum design and support system exploration project". In the declaration of Shanghai comprehensive education reform demonstration project, Baoshan was successfully approved for 9 projects. Baoshan will use new ideas and new methods to realize the inheritance and innovation of Tao Xingzhi’s educational thought and write a "new article" on education.

Rooting in local educational and cultural genes
In Baoshan, Tao Xingzhi is not only a lofty image of a people’s educator, but also a consistent inheritance and development of educational spirit and practice. Since the mid-1980s, Baoshan Education has always insisted on learning and practicing Tao Xingzhi’s educational thoughts.
In the practice of comprehensive education reform in Baoshan District, "Tao Xingzhi’s innovative educational development and practice project" is bound to be the proper meaning.

Baoshan is committed to taking Tao Xingzhi’s educational thought as the methodology, excavating and deepening its natural convergence with the education and teaching reform in the new period, providing a practical case of regional overall promotion for the comprehensive education reform rooted in local education and cultural genes, and providing a referential and transplantable regional experience for the research and practice of "five-education integration" and the innovative development of education in the new period.
Focusing on the innovative development and practice of Tao Xingzhi’s educational theory, Baoshan described five major reform goals:
First, highlight the power of culture, deepen the contemporary connotation of life education theory, and form a school-specific brand and Baoshan education business card around Tao Xingzhi’s educational innovation and development;
Second, carry forward the light of virtue, fully embody the innovative inheritance of Tao Xingzhi’s educational thought in the construction of teachers’ team, smooth the whole life cycle training of "learning from pottery and learning from pottery", and realize the deep integration of real education thought and the construction of regional teachers’ team;
Third, deepen the theoretical guidance, take life education as the methodology and creative education as the value orientation, build a regional shared curriculum system with the integration of five educations, explore the innovative form of Baoshan education practice, and serve the goal of "the main position of science and technology innovation center" in Baoshan District;
Fourth, explore practical innovations, including "Tao Xingzhi Education Innovation and Development School" to stimulate the school’s characteristic brand innovation, the interdisciplinary integration course content that helps "double reduction" in the after-school service of smart peers, the change of peer classroom learning methods, the construction of innovative laboratories under the background of digital transformation, Baoshan digital course platform, resource library, etc.
Fifth, form a long-term guarantee, based on the innovative development and practice of Tao Xingzhi’s education, and build a long-term promotion mechanism to ensure the long-term vitality of regional curriculum teaching reform.

In the next few years, Baoshan will achieve a series of reform achievements:
Completed the organization promotion, process guidance and achievement promotion of "Shanghai Baoshan Tao Xingzhi Education Innovation and Development School", incubating 50 project schools and 10 demonstration schools;
Complete the construction of intelligent peer after-school service curriculum system with the integration of five educations, promote the innovative exploration of various curriculum contents and implementation methods, and build 100 excellent regional shared courses;
Further highlight the "learning from pottery and learning from pottery" and the "walking-knowing-seeking" brand of the Yangtze River Delta Green Pottery Alliance, and train 50 "green pottery" teachers with both morality and profession;
Based on the innovative development and practice of Tao Xingzhi’s educational theory, a set of long-term and multi-directional regional security mechanism is refined.

Constructing the regional ecology of "opening the door to education"
Break the campus wall, integrate the school into the community, build an education system that everyone can learn at all times and everywhere, promote the all-round development of everyone in the community, and create a social governance pattern of co-construction, co-governance and sharing. This is the vision of "Community Education Integrating into Community Governance Project", one of the comprehensive education reform projects initiated by Baoshan this time.
Let the school "go out" and invite the community "in". Baoshan will build a regional ecology of "opening the door to education" and promote all social forces to participate in community governance.

Set up a community education management organization and set up Shanghai Baoshan District Community College;
Establish an open and shared curriculum system, and create a number of characteristic quality courses covering artistic accomplishment, family style and family education, healthy living, community governance and other fields;
Build a number of teaching and training bases, and develop and excavate a number of on-site teaching bases and successful examples with outstanding themes and distinctive features;
Explore the addition of community education courses in primary and secondary schools, such as social practice, non-legacy learning, serving the elderly, community volunteers, etc., so that teachers and students can continuously and systematically observe, study, research and practice in the community …

Baoshan strives to gradually form the "seven ones" reform results in four years;
An organization: establish and improve the organizational structure of "education bureau-community college-grass-roots school" and other three-level linkage to condense the community consciousness of schools and communities;
A team: build a team of full-time and part-time teachers to realize the two-way integration of community education and community governance, that is, school teachers are integrated into community governance and community talents are integrated into school education;
A network: build a collaborative network of school and community resources, expand the supply of resources, break down administrative barriers and industry barriers, integrate various community learning resources, and realize the extension of community education from tangible to intangible, and weave a dense learning network;
A set of mechanisms: based on the concept of openness, inclusiveness, sharing and high quality, we will build and improve the educational community system and mechanism between schools and communities, create a platform for co-construction, sharing and co-governance, further promote the integration of community education into community governance, and promote the two-way cooperation and integrated development between schools and communities;
A think tank: according to the needs of grass-roots governance, a team of grass-roots governance experts composed of leaders of the organization department of the district committee, the Education Bureau, relevant commissions and bureaus, community colleges, university experts, scholars, leaders of social organizations, representatives of high-tech enterprises, and representatives of village party secretaries;
A number of projects: explore and form a number of outstanding cases and typical experiences of integrating community education into grassroots governance, establish characteristic projects that can be replicated and promoted, and improve the level of grassroots governance with high quality;
A brand: Take the integration of community education into community governance projects as an opportunity to accelerate the construction of "Tao Xingzhi Education Innovation Development Zone" and form a community education brand with Baoshan characteristics.

Meet the diverse learning needs of different students
As a demonstration project of comprehensive education reform from 2022 to 2025, Baoshan District’s "Unique Curriculum Design and Support System Exploration Project for Special Students" first expanded special education students from students with congenital defects to all students with special education needs, and carried out early identification and screening through various innovative measures.

In the aspect of cultivating students with congenital defects, we should reform the identification and placement mechanism of regional special education, expand the original 7 categories of disabled students to 10 categories, include attention disorder, emotional behavior, learning disability and other categories into the identification category of regional regular learning, strengthen the construction of regional special education system for 15 years, and meet the enrollment and placement needs of children with special needs in all academic periods;
In the aspect of cultivating gifted students, top-notch innovative talents with talents and preferences in various disciplines are selected every year in the first year of senior high school, the seventh year of junior high school and the fourth year of primary school in the whole region, and top-notch talents are selected in art and sports events to build a set of students’ screening criteria with talents and preferences in basic disciplines, scientific and technological innovation, art and sports;
In the aspect of cultivating students with acquired obstacles (growth difficulties) (counseling service), we should establish an early identification system for students with growth difficulties in regional schools, set up a professional team composed of cooperative doctors from the city and district jingwei centers and college psychologists, develop a psychological care platform for students based on the digital pedestal of "Future Treasure", monitor the dynamic changes of students’ psychological quality in full coverage, establish a database of students’ psychological quality, and identify students with growth difficulties early from the perspective of preventive science, so as to achieve early warning and hierarchical management.

In the future, Baoshan will optimize the allocation of resources for special students, run through the training channels, and explore the establishment of a special education model of "all-inclusive, all-inclusive, individualized and integrated".
This goal has been mapped out:
By 2025, in the training of students with congenital defects, the special education system will be completed in 15 years, and the enrollment rate of children with special needs in preschool stage will reach over 95%, the enrollment rate of children with special needs in compulsory education stage will be 100%, and the enrollment rate of special students in high school stage will be over 75%;
For top-notch talents, explore early identification methods and early training mechanisms, design unique courses, provide special resources, establish growth files, and promote the construction of specialized teachers, so that each top-notch student’s potential can be more stimulated and better development can be achieved;
Establish a database of students’ psychological quality in the whole region, establish a "one-life-one-file" cross-school tracking and counseling mechanism for students with growth difficulties, improve the integrated psychological service system of school-doctor-home-society, provide psychological services for students with growth difficulties, build an integrated school psychological service system, and optimize the living environment of students with growth difficulties. On the basis of comprehensive protection for students with growth difficulties, reduce the incidence of extreme events.
