In 1993, Hebei Meteorological Bureau opened the first microcomputer terminal for meteorological services to the provincial government. Fifteen years later, meteorological departments and governments at all levels realized smooth communication of information, and service materials entered the government intranet every hour. Up to now, Hebei has broken down the cooperation barriers of 15 departments, achieved full coverage of early warning information villages, and supported the whole process from severe weather monitoring, risk hidden danger display, risk assessment product production and release to departmental emergency linkage command in a down-to-earth manner.
In the past 40 years, Hebei’s meteorological progress has been more and more profound because of the continuous extension of meteorological service tentacles. Before the reform and opening up, public meteorological services in Hebei were mostly limited to publishing weather forecasts to the public through newspapers and radio stations. Nowadays, Hebei has realized the personalized release of location-based refined reality, forecast, early warning, life index and other service products, and the service level in the fields of transportation, energy, logistics and tourism meteorological services has been continuously improved, and the Beijing-Tianjin-Hebei traffic meteorological integrated business platform has been built to provide transportation service products with a space of 3 kilometers and a time of 3 hours for the three provinces and cities; Explore professional services for commercial logistics enterprises, and provide services such as refined grid reality and high-impact weather response measures to the warehousing and logistics industry; It provides fine numerical forecasting services for wind energy and solar energy for three major power grid companies, 68 wind farms and more than 150 photovoltaic power stations, and the qualified rate and accuracy rate of forecasting have increased to over 94% and 92% respectively.

In 2013, the government of Hebei Province declared war on pollution with unprecedented strength, implemented expert guidance and scientific anti-pollution strategies with the determination of scraping bones and curing poison, and promoted the expansion of economic development route to qualitative improvement.
In 2014, Hebei Environmental Meteorological Center, the only provincial-level local meteorological institution specializing in meteorological support for air pollution prevention and control, was approved for establishment.
The scientific problem of heavy pollution control has been answered with confidence by meteorologists.
What kind of weather conditions are not conducive to the diffusion of pollutants? We have been able to initially make objective and automatic judgments on six main weather types, build an environmental meteorological operational system, and realize the functions of environmental meteorological monitoring, analysis and evaluation, numerical model product output, environmental forecast product production, forecast service product sharing, subjective and objective forecast effect test, etc. The resolution of air quality forecast is 3 kilometers, and the time limit is 96 hours.
How to "find out" the pollution sources scattered all over the province? We have built an atmospheric boundary layer monitoring network covering the whole province, using wind profiler radar, unmanned aerial vehicles, tethered airships and other monitoring means to carry out vertical detection of atmospheric environment and atmospheric components, and sharing the existing remote sensing satellite data of 196 atmospheric environmental monitoring stations and meteorological departments with environmental protection departments to realize continuous real-time three-dimensional monitoring of air pollutants, which provides important support for studying the causes and sources of smog and the government’s scientific and accurate prevention and control of smog.
Can the effect of energy saving and emission reduction be expressed in numbers? We have built an intelligent assessment system for environmental meteorology, which integrates the functions of air pollution reduction effect assessment, dynamic assimilation and inversion of pollution emission sources, source analysis of particulate matter, integrated monitoring of high-performance computing resources, and production of assessment service products, providing refined and quantitative scientific support for air pollution prevention and control at regional and urban scales; Formulate business norms for environmental meteorological assessment, and deepen the assessment services for diffusion capacity, emission reduction effect and environmental carrying capacity.
Five years of scientific management, in exchange for good news-in 2017, the average concentration of PM2.5 in Hebei Province was 65 μ g/m3, which was 39.8% lower than that in 2013, exceeding the target set by the national "Atmosphere Ten".

At present, Hebei’s "three rural" service projects have achieved full coverage of state-level poverty-stricken counties, and a refined solar energy resource data set covering all poverty-stricken counties has been established; The governments of poverty-stricken counties have published a list of key units for meteorological disaster prevention, and the first batch of 550 key units responsible for meteorological disaster prevention have been identified; Together with water conservancy, land and civil affairs departments, it has built and shared a team of 25,053 grassroots information workers, covering all administrative villages, ensuring the effective implementation of meteorological disaster prevention responsibilities of the government, relevant departments, legal entities and social organizations.
Beware of the possibility of returning to poverty due to disasters, Hebei has woven the protective net tightly. Meteorological and water conservancy, transportation, environmental protection and other departments to build a meteorological observation system, covering all towns and villages in poverty-stricken areas, the average distance between meteorological disaster observation stations on the ground is 5.6 kilometers; 87% of poverty-stricken counties have set up emergency early warning information release centers, and some areas have set up an automatic "calling" system for sudden disastrous weather. The Provincial Meteorological Bureau and the Provincial Communications Administration have jointly coordinated the three major operators of China Mobile, China Unicom and China Telecom, and established a "green channel" for sending disaster weather early warning information through mobile phone short messages throughout the network.
Promote the poverty alleviation industry to walk on many legs, and professional services keep up with the "trend". There are 11 specialized provincial agro-meteorological sub-centers, and the meteorological service indicators of five leading industries for poverty alleviation, such as protected vegetables, fruit, animal husbandry, edible fungi and Chinese herbal medicines, have been initially established. Poverty-stricken counties use the service products shared by the sub-centers in real time to carry out targeted agro-meteorological services, and establish a product application feedback mechanism; The light energy resources, heat resources, water resources, meteorological energy resources and climate tourism resources in 62 poverty-stricken counties were analyzed, and a refined data set of solar energy resources was established to complete the solar energy division and the evaluation of solar energy resources and their development and utilization potential.
