  Cctv newsAccording to official website, the Education Department of Anhui Province, on August 27th, the Education Department of Anhui Province issued the Notice of Anhui Provincial Department of Education, Anhui Provincial Development and Reform Commission, Anhui Provincial Department of Finance, Anhui Provincial Department of Human Resources and Social Security on Further Standardizing the after-school service for primary and secondary school students (hereinafter referred to as the Notice), requiring that the after-school service hours for primary and secondary school students generally start from Monday to Friday afternoon after school. Compulsory education schools should carry out after-school service five days a week, at least two hours a day, and the end time should not be earlier than the local normal off-duty time in principle. The specific service time should be determined by all localities according to the actual situation. For students with special needs, the school can provide delayed custody service in combination with the actual situation, and actively create conditions to solve the problem of parents picking up students. Junior high schools can set up self-study classes on weekdays. Schools can co-ordinate arrangements for teachers to implement the "flexible commuting system".

  The Notice stipulates that after-school service should follow the laws of education and students’ growth, which is conducive to promoting students’ all-round development. Schools should make full use of after-school service time, guide students to finish their homework carefully, give remedial guidance and answer questions to students with learning difficulties, expand learning space for students with spare capacity, and carry out colorful popular science, style, art, labor, reading, interest groups and community activities. The specific service content is determined by the local schools in combination with the actual situation. Do not use after-school service time to carry out collective teaching, do not take new courses, make up lessons and test training, and do not increase students’ academic burden.

  The "Notice" stated that it is necessary to strictly implement the publicity system of education fees, and include the after-school service fees and standards approved according to the prescribed authority in the scope of government information disclosure and actively disclose them to the public. After-school service fees shall not be charged if the contents are not publicized or are inconsistent with the prescribed policies. For students from poor families who participate in after-school services, fees should be reduced or exempted.

  The "Notice" pointed out that it is necessary to further strengthen the construction of after-school service teachers. Schools should be good at tapping the potential of their teachers. In the case of insufficient resources in schools, local education authorities can organize outstanding teachers in the region to carry out after-school services in schools with weak teachers, support qualified social professionals or volunteers such as retired teachers, sports coaches, folk artists, skilled craftsmen, intangible cultural inheritors and social enthusiasts, parents of students, outstanding students in colleges and universities, and provide students with various forms of specialized curriculum services to enhance the ability and attractiveness of after-school services.

  In addition, the Anhui Provincial Department of Education mentioned in the Notice that local financial departments should strengthen the funding guarantee for after-school services. The education administrative departments of districts and cities shall, in conjunction with relevant departments, combine local conditions and comprehensively consider factors such as price level, and formulate subsidy measures and standards for teachers and related personnel participating in after-school services.
