  We are discussing how to promote quality education under the background of "exam-oriented education has existed for a long time", which is a very difficult undertaking and requires preparation for long-term struggle.

  For many teachers, students and parents, the senior high school entrance examination and college entrance examination are very realistic. They don’t deny the importance of quality education, but they will still put the exam first. This is human nature and understandable. To promote quality education, we should not be divorced from this reality, and we should not completely oppose quality education and exam-oriented education. The suspect fled with a million for 18 years: surfing the Internet and playing games only cost 200 yuan every month.

  On August 1st, when the procurator from Chongqing appeared at Luo Gang’s home in Dongguan, Guangdong, Luo Gang suddenly collapsed on the sofa like a deflated ball.

  Eighteen years and eight days have passed since Luo Gang absconded with millions of dollars on July 23rd, 1999. At this time, he is not what he imagined at first, but he stays at home every day, playing mobile games on the neighbor’s network, and all the expenses add up to more than 200 yuan every month, and the water fee is even less than that of 5 yuan.

  He absconded with millions of dollars.

  The case has to start from 18 years ago. In 1999, Luo Gang, who worked as a cashier in a company in Chongqing, heard that the unit wanted the last welfare housing allocation. At that time, he was 28 years old and lived with his parents and brother. He hoped to have a house of his own. But he soon heard that the house was divided without him this time. The more introverted he was, the more angry he became, and finally decided to reach out to the public funds of the unit. While the accountant was not paying attention, Luo Gang secretly stamped the company’s seal on the cash check, ready to commit the crime.

  Friday, July 23rd of that year. Considering that he didn’t have to go to work for two days at the weekend, he had plenty of time to escape. On the afternoon of the same day, Luo Gang took a check with complete procedures and went to the bank to withdraw 690,000 yuan of public funds and 300,000 yuan of house purchase money paid by company employees, and embarked on the road of escape.

  After more than ten years of squatting, I failed.

  On the morning of July 26th, the company found that there was a large amount of cash missing from the account. It happened that Luo Gang’s father came to the company and said that his son had not come home for three days. When the situation was found to be wrong, the company leaders reported the case to the procuratorate.

  However, Luo Gang seemed to evaporate, and there was no more news.

  Cao Hongbin, currently the deputy director of the Vocational Investigation Bureau of Yuzhong District Procuratorate, participated in the handling of the case that year. He said that considering that Luo Gang’s parents and family members are in Chongqing, Yuzhong District Procuratorate chose to stick to this "stupid method": every New Year’s Eve, the prosecutor would go to Luo Gang’s parents’ house to try to catch this fugitive suspect. However, nothing has been gained for many years.

  In 2002, Luo Gang’s father died. The prosecutor speculated that Luo Gang might go home at this time. Unfortunately, Luo Gang still hasn’t appeared.

  A phone call attracts attention.

  Where the hell did Luo Gang go? What is the breakthrough of this case?

  At the beginning of this year, some police officers put forward an idea — — Since Luo Gang’s identity information can’t be found, it means that he has already bleached his identity. However, it is impossible for Luo Gang not to contact his family through his mobile phone, and he may be able to break the ice with his family.

  After repeatedly comparing and analyzing the phone records of Luo Gang’s relatives, a phone call from Dongguan caught the attention of Yuzhong District Procuratorate. Soon, find out the name of the owner of the suspicious number — — Zeng moxiong

  Prosecutor’s clever arrest in a foreign land

  On July 21, Zhao Qing, the captain of the Judicial Police Brigade of Yuzhong District Procuratorate, and Yi Nanting, an investigator, formed a pursuit team and went to Dongguan with the police officers of the Command Center of the Municipal Procuratorate.

  With the help of the local public security organs, the arrest team quickly locked in the community where "Zeng Moxiong" was located.

  When Yi Nanting knocked on the door in the name of gas pipeline maintenance, he determined at a glance according to the photo that he had seen countless times — — "Zeng Mouxiong" is Luo Gang!

  ■ He works in the clothing factory of Escape Road, earning 2,000 yuan a month.

  According to Luo Gang’s account, he came to Dongguan, Guangdong Province in 2002, and chose to settle in a town in Dongguan after traveling around with more than 1 million yuan in cash. Here, there are many migrant workers, and the personnel situation is complex and easy to hide.

  Luo Gang found someone in the local area to set up a fake ID card, alias "Zeng Mouxiong", bought a house in the local area with the stolen money, and married a working girl from Jiangxi to have children.

  More than 1 million yuan of stolen money was quickly spent. In order to make a living, Luo Gang began to do odd jobs everywhere. Because there is no legal ID card, Luo Gang can only go to those garment factories with less strict management and earn 2,000 yuan a month. The money Luo Gang earned was not practical. Once the garment factory laid off employees, Luo Gang was often the first to bear the brunt because of his older age. At the beginning of this year, he was unemployed again.

  After his wife divorced and took the children back to Jiangxi in 2015, Luo Gang became an "otaku" completely. He hides at home every day and rubs the neighbor’s network. In the hot and humid summer, there is no air conditioning, so a small fan is blown.

  He seldom goes out except for food procurement to maintain his basic life, thus squeezing his living cost to a minimum. Every month, all the expenses add up to more than 200 yuan, and the water fee is even less than that of 5 yuan.

  ■ His confession once went to Chengdu and he dared not go back to Chongqing.

  Prosecutor: I have never thought about going home in these years?

  Luo Gang: Yes, I’ve been to Chengdu recently, but I’m still afraid to go back to Chongqing.

  Prosecutor: Looking back now, do you regret it?

  Luo Gang: Regret. At that time, it was also an impulse, which caused me to hide in Tibet for more than ten years. When my father died, I couldn’t go back to Chongqing to see him for the last time, and my mother couldn’t pay for it when she was sick. It was all because I was impulsive.

  Prosecutor: You don’t have a regular job in Dongguan either. What are you doing every day?

  Luo Gang: Playing games. I don’t have any friends there, and I’m afraid to make friends. I’m used to being alone and muddling along.
